Overview

Eagle Ray, Inc. is looking for a Program Analyst (Planner) to support the National Infrastructure Coordinating Center (NICC) within the Department of Homeland Security (DHS) National Protection and Programs Directorate (NPPD) Office of Infrastructure Protection (IP).

Responsibilities

Supports Planning Leads based on priorities established by Team Lead and NICC Planning Branch Chief. Assists in the research, development, maintenance, and revision of contingency and crisis action planning documents. Supports Planning Leads in authoring internal plans, annexes, SOPs, and other planning documents (including position descriptions and other job aids). Participates in task forces, working groups, and other planning teams to support DHS, NPPD, and interagency planning initiatives. Coordinates and collaborates with senior leadership, subject matter experts, private sector partners, and other stakeholders to develop and revise planning documents. Supports NPPD incident management activities, as requested (occasionally staffing the Critical Infrastructure Crisis Action Team overnight and on weekends depending on the needs of the incident).

Qualifications

  • Bachelor’s degree (emphasis in Communications, Cybersecurity, Emergency Management, Government, Homeland Security, Political Science, or Public Policy/Administration preferred)
  • Two (2) years of experience in developing, analyzing, and evaluating all-hazards planning pertaining to preparedness, protection, response, and recovery (or related experience in critical infrastructure protection, emergency management, training/exercises, continuity of operations, public policy, and/or cybersecurity)
  • Ability to work collaboratively in a diverse small team environment and to produce high quality results under tight deadlines
  • Proficiency with Microsoft Office software package
  • Proficiency with meeting coordination and facilitation
  • Familiarity with Federal Plan Development Process and FEMA operational planning guidance
  • Strong verbal and written communication skills
  • Understanding of interrelationship between cyber and physical infrastructure
  • Knowledge of Federal authorities related to all-hazards planning, Federal response and recovery operations, and critical infrastructure protection preferred
  • Experience supporting government customers in DHS, NPPD, and/or IP highly valued
