Overview

Eagle Ray, Inc. is looking for an individual to support Anti-Terrorism and Force Protection planning where the outcome shall be to ensure sustainment and delivery of an effective NGA Anti-Terrorism (AT) and Force Protection (FP) program; updated as required, reviewed annually, supporting and enhancing NGA preparedness and EM for all NGA sites. The focus of the program must be inclusive of NGA Key Component and location specific (NGA core sites) AT activities. Program effort shall provide an integrated internal and external planning and exercise approach to AT/FP, as directed or outlined in DoD, NORTHCOM or NGA policy.

Responsibilities

  • Develop, implement, execute and at least semi-annually review and modify a Plan of Actions & Milestones (POA&M) to ensure strategic effective ness and alignment with Agency policies and governance that deliver and sustain an integrated AT program that complies with all DoD and NGA directed program elements; assign contract resources with metrics toward improving on Annual EM assessments required by DoD and NORTHCOM standards.
  • Develop and implement a multi-year strategic management plan, updated as required, reviewed annually, linked to compliance with DoD and NGA requirements and metrics, in support of AT, EM, Mission Assurance and risk management.
  • Advise the N2W Program Office to support the development and implementation of site level EM-AT Programs and requirements to enable N2W PMO to achieve full EM and AT Progr<!m compliance and operating capability.
  • Identify all NGA compliance elements within DoD, NGA and other applicable govermnent statutes, directives and regulations, and provide insight into government and industry "best practices" / industry standards governing AT planning. Requirements include:
    • Develop a POA&M assigning contract resources with metrics toward improving the Annual AT Assessment program required by DoD and NGA policy.
  • Establish and maintain a foundational level AT process based on DoD, NGA and best practices. The foundational program may include an auditing process that spans daily operational status, enterprise management, periodic formal plan audits, and TT&E inclnsive of corrective action plans, performance metrics and standard reports. The foundational program must include suppmt and advice to site planners as they develop or maintain site specific emergency operations and antiterrorism plans and procedures.
  • Maintain and enhance Agency and advise site level Standard Operating Procedures (SOPs) to include a quarterly Current Program Assessment (currently known as the Quarterly Metrics) reflecting individual site status of program strength and planning review and leadership support to AT and EM planning, an Agency aggregate metric, and crisis management organization-focused metrics. Requirements include:
    • Create, maintain and continuously evaluate and improve NGA Standard Operating Procedures.
    • Maintain, update and report periodic metrics as required  to  the  Government  and  COTR. This spans the full range of metrics from DoD to  NGA metric requirements  for AT.
  • Assess the readiness response, inte1:nal and external compliance, and AT program at the Agency, Division and site level.
  • Develop and maintain AT program documentation. Requirements include:
    • NGA implementing publications  supporting DoD and NGA policy, plans and procedures.
    • In compliance with agency Records Management planning requirements, develop file management plan, archiving process and oversight in coordination with the Government and COTR.
  • Develop or create repmts supporting internal and external assessments, briefings and reports including, but not limited to, internal audits, and DoD or NORTHCOM assessments.
  • Develop an integrated AT TT&E program supporting the EM Division. (refer to paragraph 4.4.10).
  • Develop and maintaining Agency AT Plans (updated as required, and reviewed annually).
  • Develop and maintain scenario-specific AT Plans as part of the NGA EM Program, in suppmt of National Preparedness Policy, and Scenarios, and/or NGA-specific risk assessments.
  • Develop, maintain, monitor, and improve AT Readiness and provide a means of displaying for NGA relevant EM Readiness Metrics and status. Requirements typically include o development and maintenance of the AT reporting metrics.

Qualifications

Required:

  • TS/SCI Clearance.
  • Bachelor's Degree and 7-10 years of experience, or equivalent experience within related field.
  • Experience in three or more areas of the following:  All-Hazards EP, AT planning, Force Protection planning and evaluation, Threat and Vulnerability planning, assessment or mitigation, Crisis Management, Security Operations, Anti-terrorism/Force Protection Strategic Planning and Policy, Risk Management, and participation in national or DoD level homeland security EM or Mission Assurance exercises. 
  • Certification from FEMA for Incident Command System (ICS) training (e.g., ICS-100/200/300/400/700/800).
  • DoD, or Civilian equivalent, AT level II Officer certification.
  • Level I Professional Continuity Planner within one year of on-boarding.
  • DoD Security Engineering Course within one year of on-boarding.
  • Physical requirements of EM and AT specialists include but are not limited to:

    • Must be capable of working inside and outside in various weather conditions (rain, wind, snow, etc.).

    • Must be capable of lifting, standing, walking, sitting, climbing, crawling, kneeling, reaching above shoulders,  jumping, and  moving items  up to  50 pounds.

Desired:

  • Completion of DoD Vulnerability Assessment course.
