Overview

Support the ZUSE Program by providing a wide range of Systems Engineering and Technical Assistance (SETA) tasks to the Communications Systems Directorate (COMM) of the National Reconnaissance Office (NRO). Tasks include providing programmatic oversight to non-SETA contacts, acquisition planning and support, IT asset management; metrics collection and analysis and process improvements assessment and implementation.

Responsibilities

  • Develops process solutions by studying information needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; following the software development lifecycle.
  • Determines program progress against stated goals by conducting analysis, evaluating requirements, monitoring budgets and performance against schedules.
  • Documents and demonstrates process improvements by defining need, generating an enhancement, planning and gaining concurrence for the enhancement, effectively scheduling and executing the enhancement including coordination and training, as required.
  • Improves operations by conducting systems analysis; recommending changes in policies and procedures.
  • Updates job knowledge by studying state-of-the-art tools, techniques, and practices; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Provides information by collecting, analyzing, and summarizing development and service issues.
  • Supports and develops team members by providing advice, coaching and educational opportunities.
  • Design and implements new product features and enhancements, as directed.
  • Shall possess and enhance NRO domain knowledge over the course of the engagement.
  • Support the Project Management function in the definition and technical validation of all delivery schedules & plans.
  • Write detailed technical specs and design documents to support the acquisition process.
  • Support preparation of acquisition documentation in accordance with NRO policy and guidance.
  • Ensures delivered solutions meet/perform to technical and functional requirements by validating mission accomplishment and verifying the as built system, as required.
  • Participate and contribute to the technical or administrative working groups.
  • Ability to work independently and in a team setting, and complete assigned tasks with minimal supervision.

Qualifications

  • Must have 11 or more year’s directly related experience in one or more elements of systems engineering and technical support.
  • Bachelor's degree in Business, Science, Technology, Engineering, or mathematics - or equivalent work experience.
  • Advanced degree or certifications in Business, Science, Technology, Engineering, or mathematics is desired.
  • Desired experience in DoD and IC, specifically the COMM Directorate of the NRO.
  • Effective information-gathering, through meeting facilitation, one-on-one interactions and/or observations.
  • Strong analysis and organizational skills.
  • Ability to lead small groups in a variety of tasks and the ability to support the effort as a team member.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Active TS/SCI security clearance with ability to pass CI Poly
