Eagle Ray is seeking a Senior Security Manager to serve as the Principle Advisor on all matters, technical and otherwise for the security of the JWICS WAN and all system under CIO-3B Networks and Communications Branch and all systems covered under the respective Authorizations to Operate (ATOs).


  • Ensure periodic testing is conducted to evaluate the security posture.
  • Coordinates security inspections.
  • Ensures configuration management policies and procedures for authorizing hardware, software, and firmware.
  • Assesses changes to the JWICS WAN, CIO-3B Networks and Communications systems and all systems under the respective ATOs.
  • Maintain a working knowledge of system functions, security policies, technical security safeguards, and operational security measures.
  • Review completed SSP packages prior to submission to AO/DAO via CIO-3B leadership.
  • Organize JWICS Security Taskings.
  • Function as the human reviewer for Cross Domain File Transfer.
  • Track Security memorandums and waivers for JWICS PMO and 3B systems.
  • Add-to-Baseline of services and/or equipment to present ATO.
  • Assist leadership with determination and impact of connectivity approvals.
  • Tracking of newly released Information Assurance Vulnerability
  • Review and provide recommendations regarding the implementation of Announcements/Bulletins (IAVAs/lAVBs).
  • Reporting of Vulnerability Management for assigned services and equipment.
  • Provide guidance to CIO-3D in regards to JWICS WAN and CIO-3B Networks and Communications Systems.



  • TS/SCI w/poly security clearance
  • Bachelor’s degree or equivalent experience.
  • CISSP Certification
  • Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent certification.
  • ITIL Certification
  • 15 years of program/project management within DoD and/or the IC.
  • Working knowledge of MS Office products such as Word, Excel, Project (including EPM), SharePoint, Visio.
  • Experience creating systems engineering work products including manuals, SOPs, training aides, installation and deployment documents.
  • Have excellent listening, interpersonal, written, and oral communication skills.
  • Ability to effectively prioritize and execute tasks while under pressure.
