Overview

The Business Analyst establishes objectives and requirements to adapt and apply technical, administrative, financial, acquisition and business processes and procedures. Analyzes operational activities to obtain a quantitative basis for decision making and resource allocation. Develops budgets, program/project standards and schedules. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements. Provides integral support in organizational and vulnerability assessments, intelligence and threat analysis, mission requirements determination, policy and procedures development, concept definition design, testing, integration verification and validation, documentation, implementation, and operations and maintenance.

Responsibilities

  • Reviews and edits documentation describing system specifications and operating instructions.
  • Confers with clients regarding the nature of the information processing or computation needs a computer program is to address.
  • Interviews or surveys users, observes job performance, or performs the job to determine what information is processed and how it is processed.
  • Analyzes information processing or computation needs.
  • Defines the goals of the system and devises flow charts and diagrams describing logical operational steps of programs.
  • Audits existing business processes applying a standardized business process engineering methodology.
  • Evaluates processes and identifies areas for improvements during monthly retrospectives.
  • Assesses and evaluates any impacts.
  • Briefs leadership on recommendations.
  • Supports government acquisition processes to include
    • Support of research leading to acquisitions;
    • Supports acquisition focused meetings with industry;
    • Generation of acquisition documents;
    • Review of proposal documents;
    • Maintenance of assessments, analysis and documentation associated with source selection.

Qualifications

Required:

  • TS/SCI
  • Six to ten years of related experience within the Intelligence Community
  • Bachelors Degree - or equivalent work experience

Desired: 

  • Lean Six Sigma;
  • Business Process Re-engineering credentials;

  • Experience in DoD and IC, specifically the COMM Directorate of the NRO.

Familiar with:

  1. IT and Managed Service Provider Acquisition;
  2. Commercial hardware and software Acquisition and Licensing Processes;
  3. Supply Chain Management;
  4. Property Manuals and Processes;
  5. Service Level Agreements.
