Eagle Ray is seeking an experienced Resource Manager to support our Business Development team. You will be responsible for ensuring the development of competitive staffing plans in support of proposals. You will be responsible for identifying, selecting, and staffing personnel for a broad range of mission support programs in the national and homeland security market. You will act as the liaison between Eagle Ray and our teaming partners to facilitate proactive communications and to ensure all resource requirements are met, aligning with customer requirements and work share agreements, including small business goals.


  • Play active role in the solution development for each proposal to ensure proper staffing in accordance with identified technical skills requirements
    • Help define the staffing requirements of proposed solutions and coordinate directly with the Eagle Ray staffing team to ensure that proposed candidates meet program requirements
    • Create/update position descriptions/job requisitions and track and maintain candidate lists/status for each requisition
    • Support the preparation of resumes for proposed staff in accordance with solicitation requirements
  • Work closely with capture managers to document staffing requirements, identify qualified candidates, conduct interviews, make hire/no hire decisions/recommendations
    • Coordinate and resolve staffing issues with capture managers, proposal managers, program leadership, and teammates
    • Identify current employees for new opportunities within proposed solutions
    • Assist corporate staff to facilitate the onboarding of contingent staff and transition of project to Operations, post award
  • Communicate with senior leadership on resourcing pipeline, backlog, and performance through regular reporting, status updates and management meetings
  • Assist with proposal activity as required, including quality and compliance reviews



  • 10+ years’ experience performing project or staffing management
  • Experience interviewing and selecting candidates for hire
  • Ability to establish effective working relationships with senior-level customers, technical staff, managers, peers, and candidates
  • Effective interpersonal, written and verbal communication skills
  • Excellent conflict resolution skills
  • Experience collaborating with and directing sub-contractors and partners
  • Demonstrated success in a leadership role
  • Ability to self-prioritize multiple competing tasks
  • Ability to obtain/maintain Top Secret security clearance
