Eagle Ray Inc is currently seeking a Communication Manager to help support the IC Desktop Environment (DTE) Joint Program Management Office (JPMO) leadership with marketing & engagement and user outreach to aid in the adoption planning and user transition of various agencies across the IC.


  • Work with IC DTE contractor and multiple agencies to implement Marketing and Engagement (M&E) plans and materials to support IC DTE adoption.
  • Develop a technical understating of the IC DTE program and support multiple roadshows and marketing events.
  • Design, write, edit, and coordinate the dissemination of products, job aids, and briefings that communicate and market DTE to users and agencies.
  • Evaluate IC DTE contractor M&E deliverables for quality, accuracy, and effectiveness.
  • Collaborate with stakeholders to develop a transition plan for migration/adoption of the IC DTE
  • Coordinate, collaborate and plan events with other IC agencies to promote the IC DTE.
  • Share lessons learned and best practices across the IC ITE program, building relationships with stakeholders at all levels.
  • Identify, develop, and initiate process improvement plans and initiatives.
  • Collect, analyze, and interpret metrics to determine origin problems.
  • Access the customer care mailbox to help users resolve IC DTE related problems.
  • Other Communication tasks as required.


  • Must have an active/current TS/SCI and CI Poly.
  • At least 7 or more years of specialized experience in communications and marketing, with strong technical knowledge.
  • Bachelor's degree or equivalent training and/or experience.
  • Knowledge of communication and marketing processes, practices, methodologies and tools.
  • Exceptional organizational and time management skills.
  • Familiarity with the Intelligence Community Desktop Environment (IC DTE) & Intelligence Community Infrastructure Technology Enterprise (IC ITE) initiatives and knowledge of Desktop Collaboration tools (Email, Chat, SharePoint).
  • Strong computer skills with high-level of proficiency in Microsoft Office (Word, Excel, Outlook and PowerPoint).
  • Ability to work independently, demonstrated flexibility and adaptability to quickly adjust to changing priorities and support tasks as assigned by the CoS.
  • Information Technology Infrastructure Library (ITIL) Foundation Certification (Desired).
  • Excellent interpersonal and business communication skills, and confident public speaker.Communication Manager
