Provides security expertise, guidance, consultation, facilitation, and leadership in all security related functions pertaining to:  personnel security; industrial and physical security; computer investigation and awareness; security operations; and other security business. 

Responsibilities

  • Perform accurate data entry and keep information real time. 
  • Trouble shoot and track software and hardware issues and take corrective issues before system malfunctions. 
  • Provide system capability and skills for program and implementation of the Agency’s Security Management System(SMS) (e.g. badging, CCTV, alarm, etc.) to ensure operational readiness of the system at all NGA locations.
  • Support operations and entry of the Agency’s SCIF database.  Ensure accuracy of data and keeps information real time.
  • Provides required reports.
  • Act as the Information Security System officer/manager assist for the SMS and perform required functions.
  • Provide support to Site operators and ensure they are trained/certified in their responsibilities.
  • Perform risk assessments and provide security oversight and technical direction on AIS systems, networks and media.
  • Support and provide guidance regarding information systems security awareness programs.
  • Liaison with members of the DoD, IC and other officials as required to and insofar as protocol permits.
  • Support and document new customer requirements; assist other offices within the Agency with ongoing investigations.
  • Coordinate and make recommendations to the Program Manager on all construction projects and SMS initiatives.
  • Conduct risk management surveys and render impact statements or recommendations when deviations to standards are appropriate and fully justified.
  • Ensure assigned security projects and programs comply with required security governance for physical, industrial, information, and other applicable security. 
  • Maintain an active access to administration and security electronic software tools, databases and systems as needed to safeguarding classified information, NGA programs and advance the Industrial and Physical Security Programs of NGA.
  • Provide work breakdown structures to measure and record individual work efforts and task completion. Collaborate with other security disciplines and work roles as required. 
  • Analyze complex physical security issues and provide cost-effective recommendations that meet policy requirements.
  • Prepare and review Fixed Facility Checklists and documentation supporting the SCIF accreditation process, compartmented area approval and secure area approval process.
  • Evaluate and provide written impact statements and make recommendations when deviations from standards are discovered for all NGA SCIFs and collateral areas both government and contractor CONUS and OCONUS.
  • Perform site security surveys to determine if facilities meet requirements for SCIF accreditation.
  • Provide security recommendations and guidance for new facilities and those to be renovated.
  • Inspect and provide guidance and oversight for the management of government and industry SCIFs and Collateral Areas.
  • Manage and oversee the SCIF and Collateral Area lifecycle from concept to completion, planning and construction, operation and management, and mission conclusion.
  • Analyze complex security issues, apply security concepts, principles and practices to develop and provide cost effective recommendations to resolve matters and meet requirements.
  • As directed government, visit government and industrial sites worldwide to validate requirements are being met and to assists and advise security programs at visited location connected to safeguarding classified information and NGA programs. Upon return, create reports in formats directed by government documenting results, outcomes, observations and recommendations and other items and areas as requested by government for each site visited and presented to government.
  • Create and maintain a security reference library connected to Industrial and Physical Security. Library material is not limited to DoD or IC generated material. Library will be a combination of printed and electronic material. This include requesting and retrieving printed material from OCC.
  • Create and present informational briefing and training sessions as indicted by government connected to the Industrial and Physical Security Programs of NGA. Recommend, create, maintain and distribute training aids and resources per government direction.

Qualifications

Required:

 

  • TS/SCI Clearance
  • Bachelor's degree or related experience in a business, or criminal justice field.
  • 11 yrs. experience, with more than 5 yrs. of IC experience.
  • TDY probable.
  • Demonstrated working knowledge and understanding of the Intelligence Community (IC), DoD, and NGA. 
  • Extensive experience in a distinct functional or cross-functional security areas (e.g., personnel, physical, industrial security; computer investigations; classification management; operational security; security education, etc.) based on the specific needs of the task. 
  • Experience may be broad based, crossing multiple markets (e.g., government, industry) and may also include relevant and associated certifications and knowledge of applicable tools, methodologies, or best practices.
  • Directs the activities of specialists or other staff as necessary related to the specified security field or security discipline. 

Desired:

 

  • Security Fundamentals Professional Certification  and/or Physical Security Certification.
  • Provide assistance for SCIF database operations and maintenance of the existing agency’s security management system (SMS) (e.g., badging, CCTV, alarms, etc.)  to ensure operational readiness of the system at all NGA locations.
  • Prepare and implement life-cycle management model to support budget efforts.
  • Have the ability to conduct research in order to assess level of compliance against established requirements.
