Overview

Eagle Ray Inc. is currently seeking a Sr. Project Manager to support the DIA CIO-2 Capabilities and Integration Office in conducting an Analysis of Alternative (AoA) to evaluate and compare operational effectiveness, suitability, cost, and risk associated with multiple alternative solutions to DIAs Learning Management System (LMS). The candidate must have excellent written and oral communications. The candidate must be able to think critically, creatively and strategically, have excellent judgment and be able to work in a dynamic environment.

Responsibilities

  • Provide project management and planning support for CIO-2 Enterprise Program & Project Management Division
  • Develop AoA project plan to include: defining decision criteria and objectives; identifying stakeholders and AoA team members, and defining cost, schedule, and level of effort.
  • Characterize the problem statement, define the scope, and establish an AoA framework with defined comparison criteria.
  • Identify a final list of alternatives by utilizing AoA best practices to vet, research, and filter all alternatives.
  • Develop operational use cases to identify characteristics and constraints within DIAs operating environment.
  • Create a viable CONOPs for each alternative, utilizing the AoAs teams framework to analyze each alternatives operational effectiveness and suitability.
  • Develop a set of measures and metrics to assess the performance of each alternatives CONOPS within the AoA framework.
  • Document and present objective, analytically defensible, data driven set of findings that identify benefits, costs, and risks associated with the considered solutions.

Qualifications

  • Must have an active/current TS/SCI and CI Poly.
  • B.A. or B.S. degree or equivalent experience. Masters degree or advanced management consulting preferred.
  • Minimum 6 years of project management for DoD and/or the IC.
  • Working knowledge of MS Office products such as Word, Excel, Project (including EPM), SharePoint, Visio.
  • Experience creating systems engineering work products including manuals, SOPs, training aides, installation and deployment documents.
  • Have excellent listening, interpersonal, written, and oral communication skills.
  • Ability to effectively prioritize and execute tasks while under pressure.
  • Strong customer service orientation.

 

Qualification Desired:

  • Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent certification.
  • Excellent creative problem-solving skills.
  • Working knowledge of IT systems and/or network technologies.
