Insider Threat Engineering Specialists implement NGA’s Scaled Agile Framework for the Enterprise (SAFe) to develop, integrate, operate, and sustain specialized Insider Threat Office Information Technology (IT) in accordance to Executive Order (E.O.) 13587, the White House Memorandum on National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs and the National Insider Threat Task Force (NITTF) Guide. They develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all Insider Threat Program IT.  They analyze, plan, design, document, assess, and manage the IT enterprise structural framework to align IT systems with the mission, goals, and business processes of the organization.  They consult with customers to refine functional requirements and translate functional requirements into technical specifications that implement new and improved information systems to meet the business requirements of the Insider Threat Program.  They translate technical specifications into programming specifications; develop, customize, or acquire applications software programs; test, debug, and maintain software programs.  They test, install, configure, and maintain networks including hardware (servers, hubs, bridges, switches, and routers) and software that permits the sharing and transmission of information.  They develop and administer databases used to store and retrieve data and develop standards for the handling of information.  They install, configure, troubleshoot, and maintain hardware and software to ensure the availability and functionality of systems. They ensure the confidentiality, integrity, and availability of systems, networks, and data through analysis, planning, development, implementation, maintenance, and enhancement of information systems security, policies, procedures, and tools. 

Responsibilities

  • Incrementally develops and administers databases, data warehouses, and data warehouse appliances used to store/retrieve insider threat data.

Qualifications

Required:

 

  • TS/SCI Clearance
  • Bachelors or equivalent experience in a related field.
  • 7 - 10 yrs.
  • Design the logical data relationships and query structures of new databases considering factors such as access methods, access frequency, storage media, data volatility, query requirements, and operating environments to support insider threat detection application software and J5data analysis. Databases are implemented and/or sustained per application requirements or consistent with the DataVault 2.0 Warehouse specification.
  • Develop logical data models to be translated into workable physical database schema and structures in the database development process to support insider threat detection application software and data analysis.
  • Design enterprise database strategies for functions such as backup, recovery and migration or to correct extremely complex operational and performance problems to support insider threat detection application software and data analysis implementation and/or sustainment.  
  • Implement new database designs and sustain existing DataVault 2.0 Warehouse and application databases that are accessible over geographically separated networks to customers throughout the organization.
  • Perform daily database administration functions such as developing queries and reports based on customer requirements, modifying or developing database views, and managing backup and recovery operations.
  • Use Oracle and IBM database management tools and utilities in monitoring, optimizing, and managing assigned databases during business hours.
  • Modify systems and database configurations to correct problems that affect the confidentiality, integrity, and availability of data.
  • Develop, sustain and preserve user manuals and instructions that guide customers in executing data access functions such as running queries and reports.
  • Oracle Database certification.

 

Desired:

 

  • Have experience providing data engineering services for Insider Threat network, system, software, database systems, and/or data warehouse implementations.
  • Data Vault 2.0 certification.
  • Scaled Agile Framework for the Enterprise certification.
