Provides financial management for the Business Management Division in support of the FEMA National Continuity Programs (NCP) mission to coordinate the implementation of Executive Branch continuity plans and programs and to sustain the continuous performance of National Essential Functions.


  • Support the Financial Management Branch in the coordination, reporting, and tracking of the executed budget to enable NCP to meet regulatory and statutory obligations.
  • Assist in gathering and ensuring the accuracy of data in support of CFO compliance reviews.
  • Assist in budget formulation, including developing milestones aligned with FEMA and DHS goals and earned value management guidelines.
  • Support budget execution and data analysis.
  • Assist in Event Tracking and Approval (ETA) and Travel Submission Management
  • Support Enterprise Coordination Approvals Processing System (ECAPS) tracking and approval
  • Develop status of funds reports and briefing charts.
  • Assist with OCFO quarterly and annual Undelivered Order Obligation (UDO) reconciliation



  • 3-10 years' financial management experience in the areas of budget formulation, execution and analysis.
  • Demonstrated experience supporting financial compliance reviews and performing data reconciliation.
  • Effective interpersonal, written and verbal communication skills




  • FEMA
  • NCP
  • Emergency management, or continuity of government experience.
  • Familiarity with ETA and Travel Submission Managemnt systems
  • Familiarity with ECAPS
