Overview

Lead analyst supporting large complex programs.

Responsibilities

  • Extract funding data from multiple data bases.
  • Analyze policy and guidance, develop options for changes.
  • Analyze existing technical guidance and develop options to clarify and expand.
  • Analyze comments received on proposed changes.
  • Draft revised documents incorporating approved changes.
  • Return changes to authors with results of review.
  • Staff final document for approval and publication.
  • Research prior practices, regulations, statutes, and Congressional intent.
  • Analyze performance metrics.
  • Develop options for goals, tasks, and actions to support ARNG energy program.
  • Develop option for energy efficiency initiatives in the ARNG.
  • Develop options for changes to criteria for energy awards program.
  • Maintain current understanding of HQDA, ACSIM, USAR, State and Industry policies.
  • Maintain current understanding of Army Energy Programs.
  • Provide specialized energy reporting expertise to support energy program.
  • Analyze requests for resources.
  • Analyze criteria used to build program priorities.
  • Analyze and summarize performance of each state every six months.
  • Analyze data for DA and DoD reports.
  • Provide periodic financial analysis for programs.
  • Analyze energy projects.
  • Perform energy conservation analysis on selected facilities.
  • Site visits.
  • Analyze proposed actions for impact on the ARNG.
  • Analyze impact on ARNG of issues presented to Energy Working Group.
  • Develop material for presentation at CFMO University, CFMO Conference and other briefings to explain program, status, issues, requirements, justification and impact of proposed resourcing levels.

Qualifications

Required:

 

  • Bachelor's degree in related area.
  • 8 or more years of relevant experience, or equivalent combination of education and experience in facilities management.
  • Intermediate knowledge of Microsoft Office products to include PowerPoint, Word, and Excel.
  • Excellent interpersonal and communication skills, both written and oral, with all levels. 
  • Must display poise, tact and diplomacy with all levels of staff and customers. 
  • Ability to obtain and maintain appropriate security clearance. 
  • Leadership experience. 
  • Extensive Department of Defense experience in facilities management, real property management, MILCON, planning, programming, and budging of construction projects.  
  • Understanding of the Army National Guard.
