Overview

Eagle Ray is seeking an Information Security Officer to support the Counterintelligence & Security Directorate within the Office of the Under Secretary of Defense for Intelligence (OUSD(I)). The USD(I) is the principal staff assistant and advisor to the Secretary of Defense and the Deputy Secretary of Defense on intelligence, counterintelligence, security, sensitive activities, and other intelligence-related matters.  The USD(I) exercises the Secretary of Defense’s authority, direction, and control over the Defense Agencies and Department of Defense (DoD) Field Activities that are Defense intelligence, counterintelligence, or security Components and exercises planning, policy, and strategic oversight over all DoD intelligence, counterintelligence, and security policy, plans, and programs.

Responsibilities

  • Support Information Security and unauthorized disclosure policy development and interprets DoD policy governing disclosure of classified information.
  • Support the development and implementation of national and DoD policy, guidance, and training on classification management, declassification, foreign disclosure and on the Controlled Unclassified Information (CUI) framework directed by the President.
  • Support the development and implementation of national and DoD policy, guidance, and training on Critical Program Information (CPI) identification and Program Protection Planning (PPP).
  • Assist in the development and implementation of national and DoD policy regarding Controlled Unclassified Information (CUI) in accordance with E.O. 13556 and 32 CFR 2001.
  • Support the development and implementation of national and DoD policy, guidance, and training on Classification Management and Security Classification Guidance (SCG).
  • Review and assess unclassified and classified documents to determine the appropriate actions in accordance with the precepts and protocols set forth by E.O. 13526 and DoDM 5200.01 Vol 1-4.
  • Support the development and implementation of national and DoD policy, guidance, and training on Declassification.
  • Support interagency coordination activities with the National Security Council and Information Security Oversight Office for the following Declassification efforts:  Interagency Security Classification Appeals Panel (ISCAP) and Public Interest Declassification Board (PIDB).

Qualifications

Required:

 

  • BA/BS Degree
  • TS/SCI
  • Min. 5 yrs. of demonstrated knowledge of national, DoD and information security policies and procedures. 
  • Demonstrated knowledge of the Department’s supporting security functions to include operations security, critical program information/technology protection, declassification, and SCI and SAP security policies.
  • Demonstrated knowledge and security review experience, be familiar with security classification guidance (SCG) construction, and an understanding and ability to interpret DoD policy governing disclosure of classified information.
  • Demonstrated experience recommending security policy positions and, once approved, representing those positions to a broad constituency at various forums and facilitate or chair forums to draft policy and/or achieve policy issue resolution.
  • Experience working in an unstructured operating environments.
  • Min. 4 yrs. of security policy or operational experience and experience as a staff action officer on an OSD, JCS, or Military Department headquarters staff.
