  • Overview

    Support the ZUSE Program by providing a wide range of Systems Engineering and Technical Assistance (SETA) tasks to the Communications Systems Directorate (COMM) of the National Reconnaissance Office (NRO). Tasks include providing programmatic oversight to non-SETA contacts, acquisition planning and support, IT asset management; metrics collection and analysis and process improvements assessment and implementation. Willingness to lead and mentor junior members of the team, and to lead teams as assigned to meet the ZUSE mission.


    • Provide project management and planning support as appropriate for the ZUSE contract.
    • Validate project concepts with the customer and stakeholders to create business cases for management decisions.
    • Create and finalize System Concept Definitions (SCDs).
    • Support portfolio management, assessment, analysis and maintenance.
    • Analyze and formulate project scope, cost, risk and schedule for acquisition efforts.
    • Plan for and ensure adequate acquisition documentation is completed. Ensure that documentation is published on the proper share point site after approval from the government.
    • Support contract transition activities, as required.
    • Develop and cultivate relationships with the ZUSE contractor and government teams.
    • Act as a liaison for the government among the contractor SETA teams, voicing the vision and plan of the government to the contractor as necessary.
    • Act as an intermediary for the contractor back to the government.
    • Where necessary, help the contractor team develop and adhere to schedules.
    • Help the government and contractor team manage data on the EPS as well as in the cloud.
    • Have an understanding of cloud technology.
    • Have an ability to speak to senior government personnel and in large groups.


    • Active TS/SCI security clearance and ability to pass CI Poly
    • Bachelor's degree in Business, Science, Technology, Engineering, or mathematics - or equivalent work experience.
    • Advanced degree or certifications in Business, Science, Technology, Engineering, or mathematics is desired.
    • Desired experience in DoD and IC, specifically the COMM Directorate of the NRO.
    • Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent certification.
    • Minimum 15 years of project management for DoD and/or the IC.
    • Working knowledge of MS Office products such as Word, Excel, Project (including EPM), SharePoint, Visio.
    • Experience creating systems engineering work products including manuals, SOPs, training aides, installation, and deployment documents.
    • Have excellent listening, interpersonal, written, and oral communication skills.
    • Ability to effectively prioritize and execute tasks while under pressure.
    • Strong customer service orientation.
    • Understand cloud technologies and how the government utilizes the cloud for development and storage.

    Familiar with:

    1. IT and Managed Service Provider Acquisition;
    2. Commercial hardware and software Acquisition and Licensing Processes;
    3. Supply Chain Management;
    4. Property Manuals and Processes;
    5. Service Level Agreements.


    • Management of IT Asset Inventories.
    • Management of government acquisition efforts.
    • Analytical; ability to identify patterns and trends from empirical data.
    • Ability to lead small groups in a variety of tasks and the ability to support the effort as a team member.
    • Ability to communicate clearly and concisely, both orally and in writing.
    • ITIL v3 Foundation Certification
