  • Overview

    Eagle Ray is looking for a Sr. Program Analyst to assist with the mission of Department of Homeland Security (DHS)/Customs and Border Protection (CBP)/Air and Marine Operations (AMO). DHS/CBP/AMO’s mission is to protect the American people and the Nation’s critical infrastructure. This is accomplished through the coordinated use of integrated air and marine forces to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs and other contraband toward or across the borders of the United States.
    Domain Awareness (DA) is a critical core capability that enables the DHS mission. It is the effective understanding of the environment and information associated with the various domains (air, land, and maritime) that could adversely affect safety, security, the economy, or the environment. AMO employs advanced sensor systems to contribute to domain awareness.
    Domain Awareness Standards and Analysis (DASA) provides funding and oversight of persistent wide area surveillance systems that enhance DA; better enable CBP/AMO to plan effectively; and allow appropriate responses to threats in the Nation’s border regions and approaches. DASA sets the standards of performance for long-range air surveillance systems, which enhance detection and interdiction capabilities for the border security zones.


    • Support the formation of the DHS Air Domain Awareness Network. 
    • Support the implementation/modification of DA strategies and policies. 
    • Assist in the maintenance of the authoritative document library consisting of Executive, Legislative, Strategic, Departmental, and agency directives, policy, and guidance. 
    • Disseminate the latest directives, policy, and guidance to AMO stakeholders. 
    • Represent AMO for DA Sub Integrated Process Teams. 
    • Conduct research, analyze, evaluate, and interpret complex data. Draw appropriate conclusions, and conduct briefings of findings, conclusions, and recommendations. 
    • Assist in the assessment of mission impact of spectrum relocation during transition. 
    • Support the review and approval of periodic SENSR status updates, including statutory reporting requirements. 
    • Support activities and implement elements within the SENSR Spectrum Pipeline Plan. 
    • Support trade off analyses. 
    • Support the review of JRIMS documents.
    • Assist in the execution of acquisition strategies, including drafting Statements of Work (SoW), Statements of Objectives (SOO), Requests for Information (RFI), and Requests for Proposals (RFP) and participating in acquisition related meetings. 



    • Active Secret Clearance
    • Bachelor's degree
    • 10+ yrs. exp.
    • Excellent oral and written communications skills. 
    • Strong problem-solving skills. 
    • Ability to interaction with personnel from various backgrounds and personalities. 
    • Use of the latest desktop technology, conferencing technology, and Microsoft Office or comparable software to execute daily work functions. 
    • Assist in the establishment and review of Directives, Policy, and Strategic Plans/Guidance for input, content, accuracy, and relevance as the pertain to DA.
    • Ability Support the development of Joint Operating Procedures and Charters, preparation of plans to mitigate mission impact and the consolidation of agency requirements.
    • Experience with the development of cross-agency Integrated Master Schedules (IMS) and Work Breakdown Structures (WBS) elements.
