  • Overview

    Eagle Ray is looking for a Program Analyst to assist with the mission of Department of Homeland Security (DHS)/Customs and Border Protection (CBP)/Air and Marine Operations (AMO). DHS/CBP/AMO’s mission is to protect the American people and the Nation’s critical infrastructure. This is accomplished through the coordinated use of integrated air and marine forces to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs and other contraband toward or across the borders of the United States.
    Domain Awareness (DA) is a critical core capability that enables the DHS mission. It is the effective understanding of the environment and information associated with the various domains (air, land, and maritime) that could adversely affect safety, security, the economy, or the environment. AMO employs advanced sensor systems to contribute to domain awareness.
    Domain Awareness Standards and Analysis (DASA) provides funding and oversight of persistent wide area surveillance systems that enhance DA; better enable CBP/AMO to plan effectively; and allow appropriate responses to threats in the Nation’s border regions and approaches. DASA sets the standards of performance for long-range air surveillance systems, which enhance detection and interdiction capabilities for the border security zones.


    • Conduct research; perform qualitative and quantitative analysis, evaluate, and interpret complex data. Draw appropriate conclusions, and conduct briefings of findings, conclusions, and recommendations.
    • Evaluate technical and programmatic aspects of vendor responses to Requests for Information (RFI) and Requests for Proposal (RFP) and provide recommendations. 
    • Provide narratives for RFI/RFP information. 
    • Perform trade-off analysis, and make recommendations for deviations to approved plans. 
    • Characterize proposed emerging technologies and make recommendations based on observations. 
    • Establish system qualitative and quantitative criteria. 
    • Develop Key Performance Parameters (KPP) and document performance “actuals.”
    • Review inter/intra agency requirements and develop integration strategies to best meet participant needs. 
    • Generate metrics to report on system performance status. 
    • Prepare other documentation (general correspondence, memorandums, reports, standard operating procedures, agendas, emails, briefings, etc.). 
    • Organize and prioritize multiple concurrent projects efficiently and effectively within compressed timelines. 
    • Prepare, draft, and edit difficult and sensitive information for a variety of communications including correspondence, memorandums, reports, standard operating procedures, agendas, and email, often in a very short timeframe
    • Produce properly formatted products free of grammatical errors. 
    • Prepare and conduct unclassified/classified briefings/presentations to convey agency policies, directives and instructions. 
    • Contribute to the development of strategic documentation. 
    • Perform other related analytical tasks as directed in support of the program. 



    • Active Secret Clearance
    • Bachelor's Degree
    • 3-10 yrs. exp.
    • Excellent oral and written communications skills. 
    • Strong problem-solving skills. 
    • Ability to interact with personnel from various backgrounds and personalities. 
    • Use of the latest desktop technology, conferencing technology, and Microsoft Office or comparable software to execute daily work functions. 
    • Experience in reviewing documentation and provide recommendations.
    • Experience with creating and presenting briefings and presentations. 
    • Demonstrates data collection and analysis skills.
