  • Overview

    Eagle Ray is looking for an Expert Level Imagery Standards Developer to assist with the mission of National Geospatial-Intelligence Agency’s Foundational Engineering (NFE). NFE’s mission is to provide Foundational Systems Engineering services to support both Strategic Enterprise and Program/Project Execution engineering and architecture.

    Work in collaboration with NSG & ASG community membership, international partners, and other members of the GEOINT & IT Standards Division to ensure current and updated standards content for still & motion imagery standards meet capability delivery dates for NGA & NSG initiatives and solution providers.

    Responsibilities

    • Responsible for providing specialized advice and assistance on complex technical projects. Is widely known in his/her field of expertise. Independently performs a variety of system analysis, design and/or engineering tasks that are broad and innovative in nature. Participates in national level steering and advisory groups, panels and committees. Advises/mentors technical personnel at all levels and reviews work for technical accuracy. Guides the strategic growth of scientific imagery programs.
    • Serve as a Subject Mater Expert (SME) on development of Still and/or Motion Imagery Standards with the objective of facilitating compliance and interoperability through integration of NSG & ASG requirements while reducing technical and schedule risk in the following functional areas: Still Imagery standards including, but not exclusive to: NITF, NITF Extensions (MIE4NITF, SIDD, SICD, etc.), and NATO Imagery STANAGs (NSIF, for instance); Motion Imagery standards & phenomenologies including, but not exclusive to:
      • Electro Optical (EO), Large Volume Motion Imagery (LVMI)/Wide Area Motion Imagery (WAMI), Infrared Motion Imagery Standards (IR), Multispectral Imaging (MSI), Hyper spectral imaging (HSI).
    • Ensure current and future GEOINT standards will satisfy capability requirements at the program and strategic level across NGA, the NSG, and ASG.
    • Develop capability based standards profiles & reference architectures to enable search, discovery, access, and retrieval, integrated intelligence, and advanced analytics are enabled.

    Qualifications

    Required:

    • TS/SCI
    • Bachelor’s degree in technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
    • 13+ years experience with: Still Imagery collection, encoding, and operations - Still Imagery standards & Tagged Record Extensions (TRE); Motion Imagery collection, encoding, and operations; Motion imagery phenomenologies, such as Electro Optical (EO), Large Volume Motion Imagery (LVMI)/Wide Area Motion Imagery (WAMI)Infrared Motion Imagery Standards (IR), Multispectral Imaging (MSI), Hyper spectral imaging (HSI); Imagery compression formats and metadata schemas.

    Desired:

    • Master’s degree in technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
    • Extensive experience with: Still Imagery Standards and Extensions: NITF; Tagged Record Extensions (TRE); Standards Extensions, such as MIE4NITF, SIDD, and SICD; Motion imagery standards & phenomenologies, such as Motion Imagery Standards Profile (MISP), Electro Optical (EO); Large Volume Motion Imagery (LVMI)/Wide Area Motion Imagery (WAMI)Infrared Motion Imagery Standards (IR), Multispectral Imaging (MSI),and Hyper spectral imaging (HSI); Latest technological advancements in still/motion imagery & phenomenology, and their respective impacts to standards activities.
