  • Overview

    Eagle Ray, Inc. seeks qualified individuals to assist in providing full range of acquisition and program management support services in the performance of activities within the Department of Defense (DoD) Defense Health Agency (DHA) Office of the Deputy Assistant Director for Acquisition DAD-A (J-4).

    Responsibilities

    Provide support in performing pre-award functions for requirements documentation in accordance with the FAR, the DFARS, DHA and DoD supplements, policy guidance directives and instructions. Specific tasks include, but are not limited to:

    • Executes the Requisition Develop Process (RDP) and RDP Communication Plan to assist the Requiring Activity in developing complete and comprehensive Procurement Requisition (PR) packages.
    • Serves as Requiring Activity point of contact once a requirement has been entered into the RDT or Unified Acquisition Portal (inclusive of RDT, MHS portal from inception of a GOV-ID, DOP or CAE number to acceptance of a PR package by a Contracting Office.
    • Monitors the RDT or Unified Acquisition Portal (inclusive of RDT, MHS portal for new requirement actions, assigns actions to personnel, and executes communication activities in a timely manner to the Requiring Activity.
    • Participate in weekly meeting with the DHA Request Submissions Portal Triage teams on assigned actions and provides an open action status report.
    • Conducts weekly meetings with the Contracting Divisions on assigned actions, and provides an open action status report to the participants 24 hours prior to the meeting.
    • Conducts weekly meetings with the Requiring Activities on actions in the RDP, and provides an open action status report to the Participants 24 hours prior to the meeting.
    • Provides training to DHA Directorates on the RDP and RDP Communication Plan as required and no less than quarterly.
    • Documents lessons learned and recommended refinements to the RDP and provide documentation to APSO leadership quarterly.
    • Proactively communicates with and responds to customers (internal and external) in a timely, courteous, knowledgeable, professional, and helpful manner.
    • Transmits actions and to appropriate Contracting Office via the RDT or Unified Acquisition Portal (inclusive of RDT, MHS portal and ensures receipt of actions.
    • Reviews expiring Contracts for forecasting purposes, no less than quarterly, and communicates to Requiring Activities in a timely manner, as appropriate.
    • Prepare acquisition documents applicable to procurements for the review and approval of the Acquisition Specialist.
    • Prepare electronic synopsis announcements for APSO for approval and issuance by the Acquisition Specialist.
    • Maintain APSO’s procurement Mail Box, MHS Submissions Portal mail box and assist with website maintenance to include upload of data collected from customer requisitions.
    • Track contract milestones and notify the Requisition Owner 5 workdays before milestone is met.
    • Provide accurate responses to data calls and requests for information from management within the required timeframes.
    • Input / assign requisition package information into automated RDT system and ensure data is current and accurate.
    • Provide data driven metrics for internal spend, external spend (GSA, HHS, DOI, and other Agencies), and DOD Inter-Service (SPAWAR, USAMRAA, DLA, etc.) spend.
    • Provide data collection, analysis, and metrics in support of contract rationalization and identification of opportunities to reduce costs and improve service by aggregating requirements and utilizing existing GWACs such as GSA Alliant, OASIS, and IT 70 Schedule.
    • Incorporate industry/commercial intelligence from Bloomberg, Gartner, IDC, Standard & Poor’s, and others to identify market structure, leader, key competitive forces, and future direction.

    Qualifications

    Required:

    • Able to obtain a Public Trust.
    • Eight (8) years of experience in one of the following disciplines is required: project/program management; logistics; acquisition; requirements generation; life cycle management; acquisition support; purchasing and procurement of DoD supplies and services Knowledge of the federal acquisition process The eight (8) years of experience may be reduced to four (4) years of progressive experience if combined with a Business- related degree.
    • Knowledge of contracting principles, laws regulation and procedures.
    • Knowledge of methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
    • Familiarity with price and cost analysis principles.
    • Written communication skills refined sufficiently to: summarize events and technical discussions; prepare recommendations and alternatives document, strategies and outcomes, and correspondence of a persuasive and/or directive nature.
    • Verbal communication skills must be developed to the degree that can articulate contractual issues and provide guidance to non-contracting customers regarding provisions, practices, procedures, and problem resolution.
    • Skilled in Microsoft Office programs and data management systems.
