    Eagle Ray, Inc. seeks qualified individuals to assist in providing full range of acquisition and program management support services in the performance of activities within the Department of Defense (DoD) Defense Health Agency (DHA) Office of the Deputy Assistant Director for Acquisition DAD-A (J-4).

    Responsibilities

    Contract Systems Support:

    • Identify contract actions that require the use of the government-wide Integrated Award Environment (IAE) systems, review for errors, and track error corrections by the contracting offices.
    • Develop and analyze AD Hoc reports and Standard reports in the IAE systems, and the PIEE PBIS and Data Lake.
    • Track, Review PDS errors from OUSD A&S, Office of Defense Pricing and Contracting (DPC) Error Reports, issue errors to the contracting offices, and track the corrections to the errors by the Contracting Divisions and train on corrections for the errors).
    • Review contract actions in EDA and PD2 for contracts that did not transmit and for use in all data quality reviews.
    • The ability to take a large volumes of data and analyze trends and produce a resulting a report.
    • Process: Creating Standard Operating Procedures and flowcharts a set of steps to implement a process that could have a yes or no outcome.
    • Collect information, analyze the data from the information collected, and come up with a solution to a problem.
    • Use SharePoint to upload documentation, operate One Note, work assign help tickets and update lists.
    • Assist in monitoring the Help Ticket System, assign tickets and address user system issues.
    • Write up Management Internal Control for the systems.
    • Write articles for the Systems Support News Alerts.
    • Attend weekly, monthly and quarterly DPC and system meetings and consolidate notes from the meetings.
    • Prepare training documents and/or presentations.
    • Train the users on system use and policy.
    • Assist with processing systems access request forms.
    • Maintain proper records management.
    • Maintain listings of solicitations and Award Notices on Site Core.
    • Assist with data quality review for: EDA/PDS, FPDS, eSRS, FSRS, FBO, FAPIIS, CBAR, Contract-Close-out, GFEBS IDOC Errors and CPARS.
    • Assist in DODAAC registrations and annual reviews.
    • Assist with the Systems Support transition and communication plan for DHA MTFs.
    • Review contracts for errors.

    Wide Area Workflow (WAWF) eBusiness Suite:

    • The Procurement Integrated Enterprise Environment (PIEE) Suite:
    • Assist with data quality review for the modules on the PIEE Suite: to include: EDA, WAWF, IUID, CDR, JAM, PCM, MIPR, Contract Close-out, and GFP, MyInvoice, and any other new modules created by the DPC.
    • Track any issues, consolidate data and suggest solutions based on trends.
    • Assist with monthly and quarterly systems internal control compliance reviews for EDA, PD2, and WAWF, and CORT. Determine if there are any deficiencies to be addressed, produce a report with review results, and follow up on deficiencies requiring correction.
    • Prepare training documents and/or presentations.

    Qualifications

    Required:

    • Able to obtain a Public Trust.
    • A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization.
    • Min. 5 yrs. of direct Federal procurement experience serving as a Federal government and/or contractor employee in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst in DoD.
    • Extensive knowledge of all phases of acquisition management.
    • Extensive knowledge of federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures.
    • Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
    • Knowledge and Experience in the following government-wide system’s use and policy such as: FPDS, eSRS, FSRS, FBO, FAPIIS, and CPARS.
    • Knowledge of the DOD Procurement Data Standards (PDS)/PDS error Guide.
    • Good verbal, analytical and written communication skills.
    • Good organizational skills in tracking data and actions.
    • Experience in Customer Service.
    • Knowledge and Experience writing professional documents.
    • Knowledge and Experience of procurement and/or contracting.
    • Skilled in Business Intelligence Reporting.
    • Well versed in MS Word, Excel, Share Point and Power Point.
