  • Overview

    Eagle Ray is seeking a Sr. Project Manager to support our government client’s Security Headquarters (SEC HQ). The candidate must have strong budget analysis capabilities with excellent written and oral communications. The candidate must be able to think critically, creatively and strategically, have excellent judgment and be able to work in a dynamic environment.

    Responsibilities

    • Assure implementation of the SEC HQ’s goal of being proactive verses reactive in office operations
    • Build and implement a roadmap to enable strategic planning across different Lanes of Effort affecting the entire Office of Security.  Sample Lanes of Effort are:
      • Budget - Capture all facets of the Planning Programming Budgeting and Execution (PPB&E) cycle
      • Acquisition - Capture all SEC. contracts, Periods of Performance, upcoming re-competes, etc.
      • Personnel - Personnel management milestones, billet moves, personnel transitions, succession planning, etc.
      • Career development - Joint Duty Assignments (JDA), rotations, etc.
      • Communications – Off-sites, town halls, strategic communication milestones, SEC awareness, etc.
      • Priority 1: Final Operational Capability (FOC) for Insider threat
      • Priority 2: Predictive analysis (getting “left of boom”)
      • Priority 3: Reduce Problem Report (PR) backlog
      • Priority 4: Industrial Security and INFOSEC
      • Priority 5: Partner Integration
    • Establish the plan for common data location and communications needed to track upcoming events and tasks to enable visibility and consistency in SEC HQ messaging
    • Establish and manage a shared data repository
    • Establish and track dependencies between Lanes of Effort/ Milestones
    • Perform monthly and quarterly resource analysis
    • Capture metrics within and across Lanes of Effort
    • Develop different levels of reports – milestones, executive summaries, etc.
    • Utilize strategic planning tool at strategic off-sites and tracking tool at tactical level to Develop rolling twelve-month high level wall chart with the ability to update every 30 days to keep 12 - month view going forward

    Qualifications

    Required:

    • Must have an active/current TS/SCI and must pass CI Poly.
    • Associate or B.S. degree or equivalent experience.  Master’s Degree preferred.
    • Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent certification.
    • Minimum 6 years of project management for DoD and/or the IC.
    • Working knowledge of MS Office products such as Word, Excel, Project (including EPM), SharePoint, Visio.
    • Have excellent listening, interpersonal, written, and oral communication skills.
    • Ability to effectively prioritize and execute tasks while under pressure.
    • Strong customer service orientation.
    • Excellent creative problem-solving skills.

      Travel Requirements:

      • Travel may be required inside the Washington National Capital Region (NCR).
